Target (Chloe Howard), is a character created by mind_reader and later adapted by ironhand. Target is an excellent marksman and an excellent hand-to-hand combatant. Target is a blood-thirsty murderer, choosing to make her victims suffer as she "toys" with them. She was originally a mercenary for hire (only out for her own interest which was to kill her victims) but has since been recruited by R.I.S.E. Unlike some of the members of the team, Target is not there of her own free will and has been injected with nanites to keep her in check.
