"I am Hell" is how the villain currently laying siege to New Rossco City identified himself. It's not entirely clear if "Hell" is a name or a description.
Little is currently known about Hell other than that he dispatched Phenomenon effortlessly, has an army at his disposal and wants the ruined New Rossco City for his own.

Hell's appearances in The Heroes Unite: Aftermath fall later in the chronology than Energize: Hunted, Heroes Alliance and Saroth. It is possible that Hell has his origins in one of these series.
